The AJC Brings Us a Clue!


'Tis a busy day for DCSS for a Sunday. The AJC has treated us to a very well researched and organized investigative report by Tim Eberly on the Pat Pope/DCSS SPLOST construction situation. I strongly suggest that everyone reads this article - it will definitely bring you up to speed. Eberly has done a remarkable job of investigating and retelling this story.

  1. One detail that jumped out at me was the fact that Josie Alexander tried to warn Dr. Lewis about the Pope conflict. This is the same Alexander that the board has more or less replaced with a new, downtown law firm. (The basis of the racial debate brought up by Dr. Walker.)

  2. Here's another detail that jumps out to me:

    Why was Decatur architect Vernell Barnes so far behind that he had to contract out to Vincent Pope? And no one noticed this right away to squash it before it happened? if Vernell Barnes can't handle DCSS contracts, why did he get work in the first place.

    The C.D. Moody Construction Company has gotten a number of contracts not because they are the best in the metro area, but because they are politcally connected.

    There are so many architects and design firms in Georgia. DCSS has gone out of its way to make sure minority owned firms get the bulk of business. That's fine as long as they are good as every one else. But there are just a few minority owned firms that get DCSS proejcts, mainly Robert Brown, the insider of all insiders (former DeKalb rep on the incompetent grady board, and now the do nothing DeKalb rep on the State Fransportation Board), C.D. Moody, Vincent Pope and Vernell barnes, who can't get the job done without help.

    Sarah Copelin-Wood and John Evans best buddy Zepora Roberts have persoanlly made sure minority firms get the big contracts. Again, that's fine if the contracts go to a variety of firms, and they are as good as any non-minority firms.

    And where are the internal controls? This is a hot steaming mess.

  3. However, the bids need to be handles fairly and there should not be racial discrimination on who gets bids. This would not be exceptable.

  4. Anon @ 1:00 infers there may be something suspicious about how contracts are awarded. If you look at or attend school board meetings, you would know that contract awards are determined by a panel that reviews each bid based on a scorecard. All contracts are made public and any qualified firm may bid on them. Anyone can request an open records of the bid package to verify this.

    Obviously JusticeInDeKalb is a disgruntled employee that worked in the Sam Moss center and has a vendetta against Pat Pope. This person is probably involved in the allegations that have been made. From the article in the AJC, did anyone read of something illegal that was done? This is probably why an indictment has not come forth, there is a LOT of smoke but no fire. The DA is probably trying to find a way to save face because of the attention this matter has gotten without any charges being filed.

    Something all should consider, the Board approves all expenditures. The Board knew about Pat's husband before she was hired. The Board knew about the Columbia project and any change orders that came resulting in additional work for Tony Pope. Heck, former Board Chair Cassandra Littlejohn requested that if a relative of a school system employee is working on a project either as a prime or sub, that information be included in the package that goes before the Board before they approve the funding. Given these FACTS, how could Pat Pope do something illegal? The Board knew everything that was going on. Is is possible that legal counsel indicated everything was above board and OK?

  5. That is true. I have asked a former board rep and was told that they were aware of the Pope's relationship before voting to hire Pat Pope. Also, although it's not exactly the most ethical behavior, I don't think it would be illegal for Vince Pope to work as a sub on someone else's contract. All in all, I still say that Pat Pope was doing a good job until she was shaken up by Lewis with the first investigation. It must be pretty hard to get your work done without your computer and files.

    There's also a whole lot to the point that no charges have been filed against the Popes - and this has been going on a very long time. All we have done is spend $14 million on attorneys and over $3.5 million on a study to see how much to countersue Heery/Mitchell for. All because they first sued the school system for a measly $500,000.

    This is where I really have to wonder about the decisions Dr. Lewis makes. Although Womack continues to endorse Lewis as a corporate-style leader, I just don't see the head of a billion dollar corporation making such fiscally unsound decisions. If he had just paid the $500,000 - this would all be moot and all of those millions would have gone toward educating children - and building them some nice - clean - safe facilities. And if he didn't like Pat Pope or her husband - he could have simply fired her - without calling in the DA and her minions.

    Oh the drama!

  6. I'm with you, Cere. The warning from Alexander was key. The warning was, I think, intended to completely avoid any appearance of possible conflict of interest. Ignoring this warning makes me think that such a standard was not taken seriously by Dr. Lewis. Would he take a different tack if he could "do over" now given the can of worms it brought about?

    Working with public money, I would hope that our DCSS decision makers would manage to the highest possible standards in such matters. Just because what was done by the parties involved may turn out to be legal does not in any way make it right.

    And if no one is prosecuted as a result of this investigation, I am in no way comforted that DCSS deserves our trust. This mess was 100% avoidable based on what we know at this point. That alone is condemnable.

  7. Another consideration, did the taxpayers get their money's worth on the work done thus far with the construction program?

    Yes, much has been spent on the Heery lawsuit (and probably still being spent) but how much time, money, and resources has been spent by the DA's office on this investigation? How much has this cost the school system with the recent delays?

    Think about this, ask any lawyer you know what they think about a spouse being listed as an officer for a company headed by the other spouse. Would they recommend this for a small business (less than 15 employees) as protection in case the active participant passed away? Questions should be asked about this appearance of conflict however if they were a silent partner and did not actively participate in the business or draw a salary, was wrongdoing involved? The DA should be able to determine that at a minimum.

    This article should spur citizens to ask questions of their Board members about the overall process of bidding for contracts and if they feel this has been a fair process. If they indicated they have questions about the process, you should immediately ask why they approved any expenditures.

  9. One has to wonder how deep the alleged corruption goes. It always seemed odd to me that an administrative assistant at AVPA & Assoc (A. Vincent Pope Architects?) was so passionate in the success of the school system that she'd donate $1500 of her small salary to board member Zepora Roberts' campaign. Quite a sum, especially for a school board donation!   10. WOW, wow and more wow!

    Darlene Chatman, Vince Pope's admin asst., made a campaign contribution of $1500 that was three times more than any other campaign contribution (which just happened to be ole Stan Watson)???

    $1500 is a HUGE amount of money for any admin asst., unless you are Crawford Lewis' admin assist, and then you're making a six figure salary. I can almost guarantee you Vince Pope is not paying his admin assist more than $40 ot $50k. $1500 is more than a week's salary.

    $1500 is a huge figure for any admin asst. anywhere to contribute to a school board member. This is pretty darn fishy. Seriously, what are the chances that Vince Pope had no knowledge that his admin asst gave a BOE member $1500?
    Zil. There's no chance he was not aware of this, or worse.

    If you look at every single campaign contribution to a school board member over the past five years, there are only a handful of that high an amount, and they are all Sembler's contributions to Gene Walker. This has become even more interesting.

  11. Here is the thing though -- when Pat Pope was hired, parents were concerned because of her relationship with Vincent Pope. We were assured that he would only finish the project at Columbia. As I read this (and please correct me if I am wrong) he worked on other projects after Columbia, he just wasn't awarded the contract, someone else was.

    The intent of the board at the time, I believe, was that Vincent Pope wouldn't be working for DeKalb in any role. I suspect that they legally got around this, but it certainly doesn't pass the smell test.

  12. Good comments all around. I just want to add that there are plenty of talented construction leaders in metro Atlanta and across the country who could have easily handled Pat Pope's job. It's not like she was the only talent available - Lewis just didn't look hard. In fact, I'm not certain that he fully utilized the search firm he hired to supply resumes for this search. I would say that he wanted Pat from the get go and set her up through the search firm. The search - to me - looked more or less like a formality. If she brought conflict to the table, and he was warned by his own legal counsel, he should have pressed on and looked for someone else. But he didn't - and I find that interesting.

    Also - the Gwen Keyes/DA connection bothers me a bit too. Gwen and Lewis are very good friends. Would Lewis have asked a DA who was not in his inner circle to "investigate a little matter"? And on top of that - I find it interesting that one of her Assistant DAs (and Leadership DeKalb grad) - Javoyne Hicks White's husband of just a few years - Karl with a K White - ran for school board last round (Womack won the seat). That story got pretty bizarre all on it's own. What (who) on earth would make Karl come up with the idea to run for school board? He's only lived in DeKalb for a 5 years or so - having come from the west coast.

  13. Justice did indicate they worked with Pat at the Sam Moss Center (Monday's Board Meeting blog). They also indicated they performed a LOT of research on the bidding process along with speaking to the DA and GBI. If they did not make the allegations, they inferred they were an active participant in the process.

    Justice provided information that could be deemed as personal (name, birthdate, parents, previous marraige, etc.) however much of it could be considered public information. It does come close to crossing the line of providing enough information for identity theft. Someone simply seeking to inform of perceived misdeeds would not use this venue to provide that kind of personal information. How would bloggers feel if someone did that to them?

  15. What is a secretary doing making a one thousand five hundred dollar donation to a school board official, when that secretary works for a firm that gets its business from that school system? Talk about not passing the smell test.

    As you so adequately stated, the information that I blogged about is public information. You’re kidding, right, about the identity theft thing???     To that I say this… To. Each. His. (or Her). Own. My way may not be your way. Your way may not be my way. Let’s cut to the chase, though. There is absolutely nothing “simple” about this situation, this case, these allegations.

    Be careful, My Friend, for it could be construed by some that you are tending to oversimplify this grave serious situation ay attempting to create a diversion. You know - posing rhetorical questions directed towards me verses addressing the true issues at hand.

    Not to belabor the point, My Friend, but again “feel” is an emotion. An emotion is something that I had to deal with when I interviewed the Jaheem Herrera family. An emotion should be reserved for the 5th grade helpless, innocent, and voiceless victims of Dunaire Elementary School as they were cheated/robbed by the DCSS Admin. An emotion is something reserved for the likes of the MLK teacher – Ms. Cain – who is out of a job for doing the right(?) thing…thanks to Mr. Horace Duncan, Mr. Bob Moseley, Mr. State Senator & Director of Internal Affairs of DCSS Ronald Ramsey. An emotion is what Mr. Boazman (talk radio host) felt when the police officers arrested him as he was protesting the findings of the bulli-cide report by one Thelma Wyatt Cummings (Cronyism) Moore …how much time do you have, because I can most def go on and on and on and on.

    Remember. Not emotion. This is Business. And should ALWAYS be about the business of educating our children, My Damage Control Anonymous Friend!

  18. Looks like Vince Pope worked or is working on Columbia. What is the big deal here? How much did he make? Was the project successful? Hasn't he been working with the school system for quite some time? Does he do good work?

    Why not ask why the board has spent over $12 Million on a legal case and no where close to court on a bill of $450,000. You are spending time looking in the wrong fish tank! Now CL wants a raise! Come one, some really smells bad here.

  24. Someone must have struck a nerve with Justice! Justice was called out about posting personal yet public information (as they did again about Manny Arora). It does take research to find out the name of someones parents and where they are from. Would someone interested in 'Justice' do that?

    Hey Justice, you said in the Heery/Mitchell blog that Change Orders went "sky high under her reign". In the public record it was said that they dwindled to a few during one of the CIP update meetings and those were identified. The Board signed off on them so there is proof that your allegation is wrong.

    It was mentioned earlier that bids are selected by a committee, based on the results on a scorecard of the firms ability to do the job. Remember when Sarah Copelin-Woods asked why certain firms seemed to win the awards? She was told it was handled in an open manner and they had the 'lowest responsive, responsible' bid. It is all there for citizens to see with an Opens Records request. Don McChesney took a look at this not long ago because he wanted to understand the process better for himself. He seemed satisfied.

    If Justice is alleging wrongdoing by Pat Pope with this process, they are also alleging conspiracy by the Board also as they approved what was brought before them. The same Board approved hiring her knowing her background. Tony Pope mentioned his concessions in the AJC article. Do you think the legal counsel signed off on this (Hawkins not Alexander)? Do you think Pat had to take a pay cut to take this job? For that matter, would any industry professional take a pay cut to work for government?

    Justice is correct about something not limited to DeKalb's school system, you can probably find family members of high officials and Board members, past and present, scattered throughout. Justice mentioned they worked at the Sam Moss Center. Is Justice one of those persons? Maybe their cushy job was compromised by someone asking them to earn their paycheck?

    At the end of the day, most citizens want to know that their tax dollars are being spent wisely, especially with construction and operations? Citizens want the best price for the services they receive. We are waiting to see something from Justice that we can research on our own that shows citizens paid more for the services they received.

  25. We can go around and around, but the bottom line is that there will be a trial beginning in March (unless it gets postponed) and a lot of this will come out then or before then. The trial is between the school system and Heery/Mitchell, but the HM attorneys will certainly bring everything they can to the defense table.

    This recent article from the AJC is the most in-depth report we've seen yet - and I'm sure there will be more to come. But arguing about rumors and other items on this blog is really going nowhere.

    Justice is going to share some information with these blog monitors - we'll let you all know if there's anything worth sharing that is open for public consumption. But we certainly won't print anymore banter.

  26. This question is for Justice. My friend has a lawsuit against DCSS. She filed it in Superior Court. How can the school district move the case from Superior Court to Federal court?

    Is this a good thing or something she should be concerned about?

    Prior to moving the case, attorney's for the school system contacted her requesting that she remove her petition so they could settle the complaint(s) out of court. You know make this matter "Water under the bridge"

    Did they fear it being handled by Judge Hunter in Superior Court?

    Or is this a ploy to delay things until her daughter graduates in May?

    She wont talk to the Media. She feels it will do more harm than good to her daughter.

    I think it will help.

Ronald Ramsey is very well connected in the State of Georgia and especially in DeKalb County where he was a Judge. Ronald Ramsey is also an Attorney. Ramsey Specializes in Federal Government Investigations, which is how he has been able to Usurp and Manipulate your System). Ronald Ramsey is double dipping by receiving 2 Salaries from the State of Georgia - Ramsey's salary from DCSS is $112,743.13 GA State Auditor -
    https://www.audits.state.ga.us/searchRpts.html (interestingly, Mr. Ronald Ramsey has an additional salary listed for DCSS under Miscellaneous Activities as $4,158.00 (this brings his DeKalb County School Systems Salary to a total of $116,901.13). Additionally, Ronald Ramsey's salary as a GA State Senator is $17,341.68. My understanding is that there is an OCGA that prohibits Senator Ramsey from receiving salaries from both Government Agencies simultaneously. He would have had to take a leave or time off from one job or the other). Another huge problem is that there is an obvious Conflict of Interest with Ronald Ramsey being a Sitting State Senator and working as the Director of Internal Affairs for DeKalb County School System – (678)-676-0181. As a State Senator, Ronald Ramsey has the Power to Pass Laws that Effect Georgians. He has been in office since 2006. Ironically, this is the same year that he was hired at DCSS as the Director of Internal Affairs.

    Hahahah! Yes, you are so right! I do need a vacation. I am soooo looking forward to the holidays and all the festivities that come along with it.

    It is amazing, Cere, because today I spoke with the attorneys for Jaheem Herrerra family. Here is the thing. Can you IMAGINE what that family must be going through during this holiday season? First holiday season without their beloved 11 year old son?

    One of the major reasons that I am compelled to shed light on this broken system.

    Cere, do you know how many phone calls from current DCSS employees asking me to help them or asking me for my advice??? It is so incredibly sad, My Friend.

    Another major reason that I do what I do!

    Who can these people turn to? Where can they go? Who can they tell? How do they get "Justice"?

    -Her secretary's last name is Moody. Is that any relation to the construction company of same name?
    -how long has Ms. Moody worked in DCSS?
    -the open gov. web site listed Ms. Moody's 2008 salary at &77,500. REALLY??? a teacher with a master's & 30 yrs teaching tops out at $69,000. WOW...teachers, quit teaching and become a secretary!

    There's one Ramsey thing I'd like to add -

    As a State Senator, Ronald Ramsey stood on the floor of the Capitol and called for a boycott of the new city of Dunwoody - basically calling the people there racists. Fine for him to spew his opinion, however, as the head of legal investigations for DCSS, how on earth can he be trusted to fairly represent all schools in DCSS -- including all schools in Dunwoody? Anyone in Dunwoody had a problem getting anything done by Internal Affairs? This has been an issue for me since I watched the video online of his rant at the Capitol. It was a sickening display and frightening to think that we had someone with that level of hostility toward a community inside our own school system with the task (and pay) of representing that very community.

And on top of that - people in the business tend to know each other and have decades-long relationships. I'm not seeing this one. There's no proof of anything in this info, IMO. It's pretty circumstantial.

There is no way he can run and own so many companies and not do any of that personal work during business hours. it's bad enough he spends over two months each year at the state capital. Now we find out he owns and runs a bunch of random companies.

    Justice in DeKalb is wacky, but he/she really hit onto something here. As he/she did with the Florida address Vince Pope shared with Cooper Construction. That is a dead giveaway for funny business.

  58. Justice, you are losing credibility again. You are taking the number from the chart that listed the cost of the school if it were to be rebuilt and the construction delayed until that year. The numbers built in annual inflation. You are citing the figure for 2012. Everyone knows the Tucker project began on time and you should use the figure from 2008, which is $70,030.016. Everyone has seen that projects have been coming in under budget, partly due to the economy so this project probably will also. I saw this at

We'd rather go back to the days of Heery-Mitchell soaking DeKalb by underbidding on projects then sending in change orders to an unknowing Board and screwing up projects like Southwest DeKalb.

    By the way Justice, can any firm bid on a public RFP? How does that work? Has DeKalb put up illegal barriers that would keep any responsible, responsive bid from being accepted? She has been involved in more than $5 billion in construction projects over 26 years with The Lathrop Company, Skanska USA and Manhattan Construction Company. Projects in which she participated include Philips Arena, The Omni Hotel and The Federal Reserve Bank, just to name a few. We are very pleased with the leadership that she is providing; in fact, many of the recommendations in the forensic audit have already been implemented, even before the audit began.

  66. Justice, i looked into the Cooper and Carry vs, Cooper Construction and can not find a connection, the names do not match up. Maybe i am not getting it.Also, how many projects does it take to be in the top 5 faves,
    I was hoping for some more days of Christmas soon,what is the Cointa Moody connection, I would love to here about CKeys.Keep it coming,don't stop now, you got us believing and you know the song"don't stop believing" Ican't wait for the book, will it be at Boarders?

  70. I assume Justice is now seeking counsel. After posting personal info of the Popes, fabricating non-existent connections, I assume her team has crawled under a rock. Checked into the Cooper connection. Popes offices are in Curtoom offices in Broward County. Neither have a tie with either Cooper Construction or Cooper Cary.

    Second most likely being a DCSS employee and blogging on their system wouldn't this be a problem for DCSS?

    Another question Justice. If the DA is looking into contract irregularities beween the Popes, why was the list of firms raided limited to the Popes, Moody and Barnes? Why not the other contractors associated with these projects?

    Something very fishy about this. I wonder if Justice is not behind all of this? One disgruntled employee with a legal background, sending the DA on a goose chase.

  71. We had quite a bit of conversation here at the blog concerning how much of Justice's comments to allow. We tried to allow only the ones with reasonable materials to back up (which Justice actually sent us via email). Some of it surely is circumstantial, but some of it seems to be valid. All of it will come out in the trial set to begin in March - which we are all hoping will be covered in detail by the AJC.

    For anyone who cares, there are already over 50 boxes of evidence and testimony at the courthouse which can be reviewed by the public. (Open Records and all...) Much of what Justice refers to comes from those documents. Much of it, however, is Justice's own conjecture, some of which could use some more evidence for back up.

    Keep your eye on this story - it's going to get very interesting, IMO. And, if the board approves a pay raise for Lewis, I predict that all they will really be doing is raising the amount of his retirement pension check, cause this trial could definitely move him to choose retirement.

  72. Has anyone actually looked at the architects/construction company behind the Tucker Highschool Project??? 70mill vs 90mill it's still TOO Damn much money. If you go to Pat Pope's deposition in the Heery Mitchel Case and also look over her fake/phony resume'... you will see that she formerly employed by Lathrop (a division of Turner Contruction) and Manhattan Construction who also have contracts in DCSS (New Oakvale/Oakview elementary, Stephenson HS)... (CAN U SAY KICKBACKS!!!!)

    Also, we are putting alot of emphasis on this whole Pat Pope thing...does anyone feel like this may be somewhat of a smoke screen....what about the Ronald Ramsey connection or some of the other contruction cronies that keep popping up that no one hase mentioned... for example... R.L. Brown... heck if we are going to uncover the truth...lets take a good look at all of the companies that keep getting contracts...so that we can make some real connections and for those that feel slighted...build a REAL case against DCSS... I smell a class action lawsuit coming on!!!!

    Also something strange on her(Pat Pope's) phony resume' (which is also on record at the superior court) is that she lists that she was "referred" by Dr. Pritchett. Interesting....this thing is bigger than any of could imagine...

    Now these may all be "coincidental" occurrences...but i suggest that instead of bloggin about it...let's be about it! Let's put all this evidence together and start up a class action lawsuit. They are squandering our tax dollars, cheating our children, lying under oath...I am sure with all of this info coming out...we just may have a case....

  73. Justice is still here! Never fear.......

    Know this - I dance to my own tune and I beat my own drum. The information that I have shared so far is so so so miniscule that it is almost laughable. Give me a little more credit than that. (And yet the emails that I continue to receive for pre-orders of my book, for additional information, for interviews, for investigative help, etc. is AMAZING!). This is not a job for the average, the weak or the meek at heart....

    For me, this DeKalb situation is most fascinating...kinda reminds me of a Rubic's Cube. A Puzzle. And I am proud to say that I have broken the code. Solved the puzzle. Got the answers. Know the connections and all of the diabolical intricacies involved. Now, let me say...I am blown away by the Brillance of such a scheme. Truly. So much so that I wrote a book about it BLACKBOARD CORRUPT! And am now working on my second book JUSTICE IN DEKALB - The Aftermath!

    As for the "Anon" who continues to cast asperions my way ....... Whatever. So unworthy of a response from me.......

    In retrospect, I imagine that I could have connected the dots a bit more for my fellow Bloggers, however, this is a situation in which...either you get it or you don't . The Broward address in Florida with the Popes and Cooper Co. seems to have been received with mix reviews, which I find interesting because for me, the very foundation of this diabolical scheme rests on the ability to see what others can not see ...connect what others have missed. But, again, do not take that piece of the puzzle in isolation....do not so easily disregard that important piece of the puzzle so quickly.

    In order to de-construct this master plan...you must acknowledge the motivator (money from construction fraud) and understand the relationships of the parties involved. Next, look for the common links...but always always remember that nothing is as it seems!

    As for the Heery/Mitchell lawsuit...the research that I did at the courthouse was 2 incredible days....the info gather simply confirmed some of my previous findings but by no means ...and I mean by no means is this what I have used to make my case. As a matter of a fact, I would caution anyone out there to be weary of true "justice" coming out of that case. Too political. Too much money....too many bodies burried! Do your research, people!

    Confession time...it took me approx 3 to 5 months to uncover this constrution corruption and about 2 years to thoroughly research. Not conjecture but solid proof.     "DeKalb D.A. sought additional documents in school construction investigation

    The DeKalb County District Attorney’s Office wanted information about an internal DeKalb school district investigation involving official Patricia “Pat” Pope when it filed a public records request with the school district last month, documents show.

    In the Open Records Act request, obtained by The Atlanta Journal-Constitution, District Attorney’s Office investigator W.C. Nix wrote that his office believed that the school district had additional documents that had not been seized when authorities executed a series of search warrants in October.

    Pat Pope formerly worked as the district’s chief operating officer, overseeing school construction projects. Nix said in the letter that the documents he sought involved allegations that Pope circumvented state bidding laws in order to steer contract awards to her now-estranged husband, architect Vincent “Tony” Pope, the couple’s friend, Lithonia builder David Moody, and Turner Construction Company.

    The school district rejected the request, citing attorney-client privilege.

    The Atlanta Journal-Constitution reported on Dec. 13 that the District Attorney’s Office was investigating six school construction projects and any others involving Tony Pope, Moody or architect Vernell Barnes. Tony Pope worked on three of the six identified projects, while Barnes and Moody worked on two apiece. Turner Construction worked on one of them."

  76. And certainly, you've all seen this article in the AJC -School system says no to DeKalb DA

    One statement says it all,

    “Quite frankly, we would be further along than we are right now if we had had more cooperation from the Board of Education. But we are not getting it,” Deputy Chief Assistant District Attorney John Melvin said. “Matter of fact, we are getting a little bit stalled in that, because we are at a critical phase where the investigation needs to really expand a little bit, but we are being thwarted by the board of education at this point.”
